Unleashed Combat Evolved! Experience Werehog combat like never before!
Foreign Input System achieves the next step in Sonic Unleashed's combat system by introducing new combo routes, allowing foreign or transitional inputs between combos, improving both general & attack movement, and balancing level requirements. Combat as the Werehog has now reached the next level.
General Changes:
Combat Specific Changes (the interesting part):
The addition of combo branches (the original combos remain and can still be performed) is based on Foreign Input Theory, by ini of Cooliniau of Werehog R&D. To summarize, the Foreign Input System is about letting you use inputs that do not exist in the original game's combo sequences to switch in-and-out between specific combo pairs—those pairs being inverse combo pairs (ICPs) and reverse combo pairs (RCPs).

Inverse combo pairs (ICP) are combos that are the same in input structure ([XX]YYY and [YY]XXX have 2 inputs at the start, 3 inputs at the end), but the attack type inputs themselves are switched—or *inversed*. They are suitable for most combos because they have an equal number of foreign input (FI) possibilities for each combo in the pair—specifically a 2:2 foreign input combo (FIC) ratio.
Double Kick Combo [YXX], Rolling Kick Combo [XYY], Sho-Hog/Claw-Ken [YYA/XX-A]
Donkey Kick Combo [YY-XXX] and Egg Scrambler [XX-YYY]
Double Axle Combo [YYY-XX] and Wereclap [XXX-YY]
Reverse combo pairs (RCP) are combos that are the same in the number of inputs per attack type, but differ in input structure (XX[YYY] and [YYY]XX are swapped—or *reversed*—attack type placements). They are only available for most 5-button input combos due to their button arrangements, and while they share most of their FICs with inverse combo pairs, they provide an additional combo not possible with ICPs.

Double Axle Combo [YYY-XX] and Egg Scrambler [XX-YYY]
Many pairs aside from those in the Special Attacks category have FICs—so, it's up to you to experiment, find as many FICs as you can, and maximize your combat potential!

I've read the description for this like 3 times and I still don't know what it means
The mod enhances the Werehog combat by allowing for transitional inputs between combos. They create Inverse and Reverse combo pairs, which allow for unique ways to attack other enemies, along with launcher transitions.

But there is a reason why the mod file is there. You have to try it out yourself to get the full picture. So go for it!!!

The werehog in Unleashed has several design issues. While the lack of variety in the attacks isn't really one of them, the combat system is far behind what the top 3D BEMs games do. This mods fixes this problem by bringing the combat TO THE NEXT LEVEL. By opening up the combination of moves, the werehog becomes more versative, stylish and fun. I recomend Unleashed fans to try this mod. You will have to study a little bit to learn the new combo routes, but if you enjoy the werehog, it is more than worth.

Thank you for taking the time to comment. Foreign Input System (whose concept was developed by Cooliniau) was meant to enhance the Werehog combat's strengths and improve its weaknesses. While it takes some inspiration from games like DMC, the systems were tailored for the Werehog's unique stretchy armed fighting style.

Though, as always, a guide is no substitute for the real thing. So once you have some grasp of the mechanics, get to experimenting with different combo routes, and see what you can do! And utilize the skills menu for any exception case combos in the mod. (This reply is meant for new players of the mod)
